Financial Assistance eligibility for California patients is based on household income. Patients will qualify if: (1) their annual household income and household size is equal to or less than 400% of the Federal Poverty Level; or (2) medical expenses, including both Banner and non-Banner services, exceed 50% of their household income. The amount of assistance approved is on a sliding scale depending on household income and all medical expenses.
Patients who qualify for financial assistance will not be charged more than the expected payment limit under California Health & Safety Code §127405(d), or the Amounts Generally Billed (AGB), which reflects the average payment Banner would receive from Medicare or Medi-Cal for the same services. Hospital Bill Complaint program
The Hospital Bill Complaint program is a state program, which reviews hospital decisions about whether you qualify for help paying your hospital bill. If you believe you were wrongly denied financial assistance, you may file a complaint with the Hospital Bill Complaint program. If your account is sent to collections, debt collectors must follow state and federal laws. They cannot use threats, false statements, obscene language, or share your debt details with others—except your attorney or spouse.
